H.E.Gov.Rin Tueny Mabor Deng
Governor
Eastern Lakes State
Republic of South Sudan
Yirol.
SUBJECT: COMPLAINT ON WHY ALUAKLUAK COUNTY NEEDS 7 PA YAMS INSTEAD OF 5!
Dear Gov.Rin,
First and foremost, I would like to Congratulates you on appointing my Uncle Majak Akuot as the first commissioner of Aluakluak County. And once more, congratulations on appointing other comrades as Commissioners in other various counties of the Eastern Lakes State. Though few are protesting on how you have appointed these comrades, I am personally impressed as you have for the first time appointed them on fair representation across their respective counties. There is no doubt about that.

Your Excellency, with reference to your letter dated 26th February, 2016 addressed to Hon.Joseph Bol Chan, Speaker of the Council of States on creation of more counties in Eastern Lakes States. You clearly stated with demand why the former Three Counties of Greater Yirol, the present Eastern Lakes State should be divided into 7 counties. With your attached document was the estimates of the population of those proposed counties of which Aluakluak County was number 2 with population of 60,566. Yirol County was number 1 with estimates population of 90,000. Jielek and Akot Council of Elders under chairmanship of Gen.Makur Thou protested bitterly and filed their complaints directly to the Hon.Joseph Bol Chan {Speaker of Council of States} in order to divide Yirol County in to Yirol County and Abang County respectively. With that assumption and based on your estimates, the present population is now divided in to two, Yirol County with 45,000 and Abang County with 45,000. Lou County with estimates population of 52,537 was as well divided into Nyang County with 26,269 and Yirol North County with 26,268 respectively.

Your Excellency, Aluakluak County is a county inhabited by 9 sections of Apaak, sub-section of Dinka not Atuot anymore. With the estimates population of 60,566. Aluakluak County was supposed to be divided into two counties but as community of Apaak, we don’t need to be divided into two counties as such, but to increase number of payams to seven. Seven {7} Payams of Aluakluak County are as follows:
a. Aluakluak Town payam {all 9 sections of Apaak}
b. Ameth Payam - Apaar{ Dokciri, Awuor and Juai}
c. Aguerdic Payam – Apaar { Aguer Kon, Kulang Kon} and Bok
d. Agany Payam – Achiek and Pakuac
e. Geer Payam - Palual, Riir and Apeerer
f. Lake Yibor Payam - Awan { Kacker} and Guer
g. Mayomcuei Payam – Awan {Akot and Ayier}
Your Excellency, given the above summary, I failed to understand on how Aluakluak County which has become Number One County In Terms Of estimated population, allocated only 5 payams. I therefore, writes to your esteemed high office on personal point of view to review the allocation of payams of Aluakluak County.
Please accept the assurances of my highest regards,
Bec George Anyak
